Here I will very soon publish a framework for an official timestamping service, which I regard as essential for assigning legally provable publication dates, which are also needed for free and open source software publications.
The service needs to be run by official bodies such as three major patent offices (US, EP, JP-PTO) and can make use of techniques such as the PGP Digital Timestamping Service "Stamper". Stamper is a free digital timestamping service which uses PGP and operates via Internet email.
